With the shackle cab mounts on the side of the frame I'd say 49 as everything else says that if the tank is in the cab.
Some states titled trucks by the year they were first sold and registered rather than the actual factory build year model though. New model cars and trucks used to come out in the middle of October for Most brands and the truck could have been built in late 48 as a 49 and the state dmv decided it was a 48 since it was sold in 48. That came to a screeching halt in about 1955 when there were distinct differences between year models in most brands. If you have a clear title and the vin on the title matches the truck (unless the title has the engine number) go by what the title says. If it has the original block in it I'd keep that block until I got the title straightened out if I didn't have a title. Also go through every hiding place in the truck for an old registration slip or even the title hiding in there somewhere.
