The bracket in the frame works in conjunction with the strap across the front drivers side spring perch. There was a recall in 71 because early leaf springs had a short second leaf and not the long or military wrap second spring used today. In the event a main leaf should break on the drivers side while driving the truck would automatically steer sharply due to the sudden drop, this would not be an issue on the passenger side or even in a collision. The recall also was supposed to include new longer second leaves along with the bracket and strap kit but I doubt many of those got installed. Below is a pic of a 70 K-20 I bought back in 1990, drove it 75 miles home with a broken main leaf spring on the drivers side, this truck also passed a Missouri state inspection that way. And Yes the spring is broke even in this picture.
