I have searched this forum and others as well as googled every way I could think of. I can't figure out this code. any ideas are appreciated. Thanks!

paint code 91640 is on the tag.......

It is a medium to light gray fleet color used by the atomic energy dept, got a way to measure radiation.

I don't have a geiger counter, but I have had a suspicion that this might have been a military or govt. vehicle. I live 2 hours from Oak Ridge, TN. where Oak Ridge National lab is located. I guess I should try to do a title search when I apply for a new title this week.
