Lowering Blocks and Pan Hard Bar

I have a 68 SWB with a ECE 4/6 drop kit and their super pan hard bar kit and I also popped in a set of 2 inch lowering blocks for more low, I was wondering if the ECE pan hard bar bracket should go above the block sandwiched between the Axel or under the block sandwiched between the trailing arm?

Probably doesn't matter, being that it's adjustable, but less angle is better.
I have the same track bar, you want it to have just a slight angle coming down to the axle.
