Tow hook question

Hey guys not usually on the blazer boards myself but I got a quick question,
Are the tow hooks on the front of a 73-79 blazer threaded so that the bolts will hold the hooks without the nuts on them?
Spent about an hour trying to pull a set yesterday at the junkyard.
Thanks.
