Bolts in bracket at cowl and steering column

I am installing a stock steering column back in my 1971 K20 and I noticed the two holes in engine compartment at the cowl are different. one close to the driver side is threaded for the bolt the one on top is open. I had read somewhere that the top one takes a longer bolt for a reason but I do not know why. Can someone tell me
