1987 SWB 4x4 loose steering

So i was helping my buddy work on his SWB with his steering wheel (w/tilt) his issue was that it had up and down play. He researched that it was some bolts in his column that were notorious of getting loose. So we started tearing down the column and worked our way to the bolts tightened them and put it all back.......NOW THE LOCKING CYLINDER WILL NOT START THE TRUCK AND BASICALLY ACT LIKE THERE IS NO POWER WHEN YOU TURN THE KEY?!?!
Any pointers of what we may have done wrong?
