Took a look in the TECHNICAL SERVICE DEPARTMENT manual for 1963.
The specs are the same as the front bumper. CK 1405, 06, 16 C3605 Material: High Tensile Steel Gauge, nominal: .147 Width, maximum: 78.54 Height, maximum: 6.67 Availability: Standard Painted RPO V37 Chrome There's no notes mentioning a cutout.
