What does this wire go to?

I pulled my heater control panel today because I'm going to replace it and found this wire. Obviously the one is the bulb for heater panel but what is the other? Some kind of ground I'm assuming. What does it ground and does it slide onto the control panel or what?

It is a ground. It is made to just clip on the metal of the dash. Mine was under the access panel of the steering column.
