Pulley alignment... seems I'm way off....

Put the power steering pump on which has a new but stock pulley. Same stock pulleys but new harmonic balancer. I'll attach some photos.
What do I do? Can I space out the pulleys at the balancer to make them aligned?

The balancer is all the way in. Any further and I can't set timing accurately.

I had a similar problem. Those aftermarket timing tabs. Are made for different applications. I had to buy a different one from jegs. That didn't come out that far. I didn't research the different applications for harmonic balancers. But that cured the problem for me. But I believe the harmonic balancer should be on all the way. Hope this helps. Good luck.
