Fender not lining up

I've had my fenders off for well over a year. Went to put them back on today and they would not line up at all. Doors dont line up good either, but fenders are really bad. All of this is my original parts. I did have a guy weld in some new rocker panels a while back, he didn't do that great of a job but I don't think that is the problem. Any ideas on what my fender issue could be?

At least from the picture, it looks like the rocker installation is a big part of the problem to me.

Looks like rocker panel is in too far. He should of bolted the fender up before he tac welded the rocker in place to make sure all lines up then weld in place.

Yea! like where is it??? I see possibly an inner rocker panel, yet no outer rocker panel.
