Check your left motor mount, it could be allowing the motor to lift and the fan blade to hit the shroud. The hesitation would then be the carb linkage binding.

Clicking could be due to a burnt plug wire. The arc from the burnt wire to whatever it is grounding on will make a clicking sound. This would also account for the hesitation. When its clicking, its arcing, and you essentially have a dead cylinder.
