Steering Wheel and Column Help - What is this mess???

So i finally got around to checking my steering wheel. Horn occasionally worked and it seemed a little loose at times or creaked bad depending on the day. Its a Grant GT aftermarket and this is what i found.
Only two bolts holding it on, and one of those was loose. Duct tape holding a spring in place and there are a couple wads of paper, i guess acting as some type of insulator on the directional mechanism. And some, what appears to be foil tape on the center of the wheel under the horn cap.
I checked the Grant website and i found the wheel but the directions only look like some sort of addendum...i'll keep searching.
What i'm really in need of is an exploded view of the column, specifically the top end and can anyone tell me why that wadded up paper might be in there? is the mechanism broken? i don't want to tear down this thing as i've never rebuilt one before.
