It really depends on whether you're talking OBDI or OBDII. I think you're discussing the case of OBDI where the EGR valve is either open or closed. If you block the EGR port and leave the electrical connection I think it might not cause a code. OBDII is more complicated where the EGR is progressive and has various states of open/ closed operation as I understand it. I think some people have deleted it in the ECM where they don't live in inspection areas.

Yup. You need to work on the programing to delete it and burn a new chip.
