The other trick I use when I am worried about penetration of the weld is to bevel both sides with a grinder before I start any welding. The the weld tends to fill the "V" I created on each side with the bevel giving you a nice flat weld that penetrates. I am just a weekend warrior, not a welder, so I would be interested what the welding pros think about that strategy as well.
