I have heard there are no more new ones available. However if you go to a yard and grab 4 or 5 you can bring them home and test them.

It's a regulating valve for the air conditioning system located under the hood and in front of the air conditioning/heater housing.

As best I can recall POA stands for pressure over absolute, or something along those lines.
