What's this for in the valley of a Lincoln 430

I'm watching someone restore a Lincoln 430 and it has some kind of windage tray or something in the valley right behind the frontmost bank of cylinders.

Does anyone know what this is for? I assume oil control of some kind, but what was the problem they were trying to solve and how does it solve it?

Maybe slows the oil down and keep more oil at the front half of the motor? Is the motor at a rearward tilt when sitting in the vehicle??
