Tilt wheel ignition problems

My sons 84 C10 wouldn't start yesterday. After a little troubleshooting we found that the starter is fine and it's the tilt column. If you push the tilt all the way down the starter turns over and it starts right up, any other tilt position and the starter does nothing. I've done some searching online without much success on this problem, anyone here seen this before? At this point I'm not sure how the ignition switch integrates with the tilt, is it mechanical or do I just have a loose electrical connection and tilting all the way down makes the connection? Any insight would be most welcome - thanks in advance.

So after some more searching I've found this -

Think the actuator rod or rack could be messed up?

Re: Tilt wheel ignition problems

Well it just got worse, looks like something let go the key now turns freely and doesn't actuate anything. Also can't move it out of park, I assume something with the key switch assembly broke, anyone have a link to more info? exploded diagram?

Mine does a similar thing. Whenever completely up it doesn't start, but any other position and it works, I just kind of use it as theft proof

Re: Tilt wheel ignition problems

I've figured out that I can start it by moving the ignition actuator rod with a pair of pliers. The key still locks the steering wheel but nothing else, so between the two I can still start and drive it. I'm trying to find details on how the actuator rod connects to the key switch but haven't had any luck. Can anyone provide details?

where the cylinder sits in, has a bit of gear teeth
they run back and forth on a small bit of gears that sits in the coloum
i'd bet one of those gears is gone
