is there supposed to be a notch in this cross sill at red arrow ? It is kicking the step hanger back and bending the front bed panel (note: bed is upside down)

Is the front cross sill installed properly? Does it measure as shown in the Mark-K instruction below? The 2-3/8" measurement for this cross sill.
