Tow Hooks

Will the 73-87 tow hooks bolts up to a 68 without any drilling? I'm looking at my 68 frame and don't see two holes even for the stock ones to bolt up. I only see one hole? Can someone please straighten me out.

It didn't originally come with hooks. How do I get the original location to drill the holes?
