Might be. There are race fenders with huge wheel openings. I think the world has figured out fiberglass isn't a such a great idea over steel

In the mid 80's a company named Mill Supply made 73 up front fenders. I put a pair on a 76 K-10 that had rusted out original steel fenders....bad choice...they needed a lot of bodywork to fit right & after a while developed cracks. OK for race vehicles...not so much for street driven cars or trucks.

My 71 has fiberglass inner fenders. PO had them on there so I do not know how they were as far as fit. They seem to be fine and I guess make since for a non original repair. No rust ever from tire splash or battery. They must have came from the company listed above.

It's like when they came out with vinyl siding pushing it as better than aluminum. "It won't scratch, dent, or fade like aluminum" is what they'd tell you. "No, it cracks on impact, the wind rips it off the nails, and it does fade and scratch."
You put steel inner fenders in a truck today you will never live to see them rust out... unless you use it as a daily driver in the rustbelt for 15-20 years. If they are fine in there I'd leave them, too. But what GM did needs no improvement.
