What is this?

I have never seen one like this. seems like a lockable door in the rear quarter panel.

The truck looks unmolested.

Someone had to add it. Looks like it was mounted with machine screws or small bolts. The Suburbans and Panels all had the exposed gas caps as shown.

That would be my guess given the fuel mileage these turds got, plus the price increases in the 70s
