How can I test dash cluster lights out side of dash.

Just check continuity from one end of a circuit to the other with an Ohm meter if all you are doing is verifying the printed circuit is good.

Get a dash plug and plug it in to the back, feed +12Vdc to the proper wires and it should light up.
You can feed the power directly into the circuit board, but having the plug with stripped wires is easier. Bill P.S. there are wiring diagrams all around here to see where power goes in.

You can find out which wire is positive and negative by just looking on these. Look for the dash light bulbs on the circuit board and you can follow the tracks on the circuit board all the bulb positives join together and go to a wire and all the negatives go together and become a black wire. I'm pretty sure the dash positive wire is pink but check first. Then touch the wires to your car battery or another 12 v battery
