All I have is the steering wheel and the horn button with rubber ring.

I have a tilt steering column. Let me know if you have the parts.

What is the tilt column out of? So you are putting a 67-68 steering wheel on a tilt column?

Maybe I'm confused on what a tilt is on these trucks. The whole column doesn't tilt but the steering wheel angles up and down with a lever on the column. As far as I know the column is the original, I am not the first owner.

Re: WTB 67-68 Horn button Kit

All you need is the horn contact/cancelling cam and you are good to go. Most of the parts vendors have that. Looks like you already have the spring that goes under the the horn contact/canceling cam.
