Front Bed Panel Holes

The previous owner cut 3" off the bottom of the front bed panel (maybe when he raised the bed floor for the S10 frame). I bought a new front bed panel. Can someone tell me what the holes on the lower side of the front bed panel are for?

Did some more research. Looks like the holes are for the front cross sill (my truck came with a 2 X 6 piece of wood for a front cross sill).
