The u-bolts are supposed to go through the center of the trailing arm. I know the 60-62 trailing arms are spaced wider, which is probably why there's another U-bolt on either side. Looks like there is some sort of adapter plate there to fit the later axle.

I put a 65 12-bolt on my 62 frame. Because of the difference in spread, I welded new saddles next to the existing.

The first thing I would do is remove that whole cobbled mess with the u-bolts and shims.Then weld on some new trailing arm mounts in the correct location for your trailing arms. Then you can change the springs and add your drop blocks. The springs and blocks for a '62 are no different than for a '65. You will want the dropped panhard bar assembly for a '60-'62.
