Torque Converter Lock Up

Trying to figure out what this is and how do I detect it. I've tried to detect lock up by getting on the freeway and lightly applying brake pressure while at 70 mph and no change in the RPMs. FYI... I've also disconnected and removed my ECM. I don't know if my cruise works because the switch on the column is shot. Any suggestions, links, etc?
