Maybe the original had a lot of dents in it, or was rusted out.

That’s my thought. Just trying to understand why one would simply put the new one on top of the old. Why not remove the original? I know a number of members do their own body work and am hoping someone could explain.

First thought, laziness. I once owned a blazer someone did similar with the quarter panels. I had never considered this was possible before seeing it done.

Simple...they left the original bed in place then added a replacement bed bottom to cover over the old one.....

You might want to check that the hold down bolts are actually thru both bed surfaces....

I have seen two instances where they welded the new one straight over the original bolt heads.

Makes for fun getting the bed off....
