72 bench seat bracket, above or below seat cover?

Getting ready to put my seat rails on, and was wondering if the rails go over the seat cover or under it (see picture)? I haven’t finished pulling the cover to the edge there as the holes get covered. If over, it seems like the wire insert in the cover would make the bracket unable to sit flush on the seat frame. If the bracket goes under the cover, I’m not sure if the cover can reach the last two wide holes for hog rings. Perhaps the cover doesn’t get pulled over to those (it is very tight)? Anyone have pictures of a 72 thick foam bench underside? Thanks.

I looked at an old picture I had, and it looks like the old cover (not original) went under the bracket. Can anyone confirm? Thanks.

Seat cover goes on first, Seat Tracks go on top of the cover.
