You may try calling this company, they do license plate restorations but have read that they have also done frames as well.

Looks pretty simple to do yourself if you're a little handy. Is it aluminum, steel, or just pot metal?

You should be able to drop that sucker in a bin with vinegar for ~24 hours and it'll strip the paint off and clean up any corrosion. Then I soak it for another 24 hours in a solution of baking soda and water to stop and vinegar that got into the metal's pores. You may want to consult with a local chrome shop or just have them do all the prep before they chrome it so that way they can't blame any issues on you!
Then you can paint it yourself pretty easily. I'd scuff the chrome so the paint has something to stick to, but otherwise it's straight forward. That's what I would probably do, but if you're not comfortable doing that, the guys that 67/Heaven posted look like they do good work, too.
