Tow Hook Question

Hi:
I am trying to add factory tow hooks to my ‘78 K25. I have new Grade 8 hardware-my question is what do I torque them too? I have heard as tight as you can; and I have heard doing that will stretch the bolts and cause a stress failure? So, I am hoping someone here has the answer.

Bolt size?? the 1/2'' bolt can get torqued to 100. 9/16-120lbs, 5/8''-145/50

Sorry, bolt size 5/8 x 11 coarse. Torque to 145 ft/lbs?
