lower colume cover
is what i have pictured the only fitted cover for 67-72? lower piece in pic. i cannot get it to fit with my oem cluster

Yes the lower part is what meets the lower cluster at steering column. Between it and the cluster a steering column to dash seal installs.

the grooves on the rubber is where this cover should slide into probably. i can be dumb at times lol thanx
