Ok, problem solved. I took some measurements with a micrometer and drew up a single stand off to print that turned out to be spot on. So I printed 2 more and the horn works perfect now. No fancy connecting ring as my CAD skills are basic at best, but it works and one less thing to address.

The difference was fairly small, but obviously enough to not allow the horn assembly to tighten. Not sure why I did not think of this before, but very frustrating that even the kit from Classic Truck was incorrect. Now I may even tackle a basic restoration to the wheel itself.
