The steel washer and white plastic bushing are not supposed to be installed there. There should be a gap in that location instead to allow the shift rod arm to disengage from the detent plate when you pull the shift lever toward you.

The steel washer and white plastic bushing belong up at the top end of the column, below the piece that the shift lever attaches to.
