I had the same thing on a 23 Bucket T where the front brakes would lock up. It ended up being the MC push rod binding just a little bit.

Similar issue. Push rode between the booster and master cylinder was ok, but I had adjusted out the brake pedal rod thingo so it was too long. That caused the booster to sit about 50% closed when the pedal was released. Now I've gone too far the other way so somewhere in the middle will end up being my sweet spot.
