The NOS backing plates don't appear to have those nuts, and NOS mirror sets appear to have come with smaller self-tapping screws. Pretty much what Moreland said. I believe the old original plates had fixed nuts, later versions took tap screws.
If the OP is looking for screws for plates with fixed nuts, I have 10 NOS 9438166 available. They're the same screws or real close to those used for 69-71 interior door panels. Speaking for my panel screws, the heads are a pinch wider than 9438166.
