I think mine is meant for torque and hauling like a farm truck meant for work and not for speed. Would it take a new torque converter, stall converter, or different gearing?

A trans is a trans, it doesn't dictate power output of the engine.
Any transmission will do a burnout with a strong enough engine in front of it.
Yes, you can change the stall by replacing the convertor.

I have the 402 so I might be able to power brake it right now. I was just curious more than anything as I dont need to stress it anywhere and break anything

Most old empty V/8 pickups I've seen can do pretty good burnouts. Provided the engine is in tune. Smaller wheel diameter (like 15" rims) helps too.

My 79 C10 with a 350 and mild cam and single exhaust with th400 and with 235/75r15 tires would do one wheel wonder peels everywhere. The truck would fly but any car could smoke me on take off at a red light because it could not launch. I parked it when the rear axle died which should have been the perfect time to put a locker in it.

When I had my 400 in my truck it was hard to get it to do a burn out. This is even with a open "non posi" rear end. I had a stock 350 kind of tired but didn't smoke. The problem was different issues with mine, like the 400 has a high 1st gear. Then my rearend was a 3:08 which is a pretty high gear. And to top it all off I had 31 inch tires. On the road it was great I could run 70 MPH all day with no issues but starting off it was a dog. The 400 is a tough transmission that can handle a lot of power. I went with a 700 R4, 29" tires and 3:73 rear end with the same engine had zero problems laying rubber. Also with the overdrive I can cruise easily 75 mph on the highway.

Kwmech That 400 with the Gear vendors over and under is an amazing set up. I really considered that when I was building my truck chassis. But went with the 700 r4 because of fuel milage and around $1K more than mine. And I don't think I will be stressing the 700 enough to justify the cost difference. But I bet you could pull a semi trailer with that.
