The one you pictured is a wet fuel immersed pump inside a small housing mounted to the frame? I was thinking you were saying that picture was of a product that suspends a pump in a pool of fuel for cooling (and noise) purposes. Is that not right?

5th row down. Pump only. The regulator and gauge are additional parts I had laying around. Simple return style regulator and cheap gauge connected by AN fittings as required.

How about an insulated case for an external pump to help with noise? I thought of a case like this, and installing a low-voltage PC fan in it for air flow. Maybe even just removing the lid and having the case as a pump surround

On a separate question, are the external pumps better mounted tightly to something, or better to use rubber standoff isolators to mount it for noise

Rubber isolation. I found a location on the frame that had 3 good holes in a location that was workable. Took a scrap piece of steel and matched up the holes. Then match the location of mounts on pump. Drilled the plate. Tapped the 4 holes for rubber mounts. Bolted plate to frame. Installed rubber mounts on plate and then pump to mounts. Rock solid. No welding or drilling of frame.
Edit: Oh put a bead of rtv at edge of plate attempting to avoid moisture between the two metal parts.
