A follow up to this thread. I have replaced the actuator motor for the mode selection and recirculation mode as well as the dash controls. That did resolve the air flow issue when changing modes.

Something else occurred that was not expected.

I recently replaced all AC components except the evaporator and when I was test driving the truck, the blend door was opening when driving over 40MPH. I assume it was air pressure coming in from the cowl and forcing the recirc door open a little. I have not dug into this new issue yet.
