new fuse box help

I have 1966 c10 panel that I just installed a new main harness into which includes the fuse box. I have some questions that I hope you guys can answer for me.

1. Why with ignition off there are a number of empty terminals that blink when tested? and some blink with the ignition on or off?

2. what is the dark green wire with a terminal plug hanging out of the loom right above the fuse box. Does that need to be plugged into the fuse box and if so, where?

I need to figure out where to plug in the tan fuel sending unit wire, the brown heater fan motor wire, the heater light grey wire, or the cig lighter wires?

any help will be greatly appreciated.
