You can find that torque and a whole lot more by downloading the .pdf files for maintenance and overhaul for your truck, here:

Be sure the balancer is fully seated before installing the balancer keeper bolt. If the balancer is unusually tight one could strip the threads in the crank twisting the bolt attempting to push balancer into place. Use a installer tool or find some hardened allthread. Use a rod connector and hardened washer to push the balancer in to place without turning rod in the crank threads. Altread seated in crank. Balancer in position. Lube althread. Washer and rod connecter to the balancer. Two nuts locked at end of rod. Hold locked nuts so rod is not further twisted in crank. Rotate rod connector to tighten against washer and balancer. Continue until balancer is fully seated. Back althread out with locked nuts. Now install your keeper bolt.

.

Ima just go out on a limb here and say 2 or 3 UggaDuggas on the torque for that bolt.

After downloading and putting in a good 5 minutes of searching and hunting, I was unable to locate the spec in question inside the '72 versions of these documents...maybe it's there but D@mn if I could find it!

7/16'' fine thread balancer bolt will torque to 60 lbs once the balancer is fully seated
