Screws and their sheet metal “nuts” that hold the gauge cluster in place….and that hold the glovebox in place?

Is this forward cross member still around? Not engine cross member, the one behind the radiator support.

Mine was yanked on and tore the lower pass side rivet, I want to see if I can pull it back and bolt it up first before committing to purchase. Thanks
