Front Fender wheel arch - to Inner fender question

When youre bolting in the inner fender, does it sit on TOP of the front fender wheel arch lip? Or does it bolt in from the bottom / sit underneath that fender wheel arch?

Ex-- Bolt goes through the inner fender lip first, then to the captured washer and through the fender lip? Or .. ?

Im thinking it comes up from the bottom, just making sure.

Anyone have a quick picture they could post of a factory original truck and how theyre bolted in?

Inners fit under the outer fender. Outer fender attached to truck first, then inner fender brought in from underneath. Bolt head will be against inner. J clips are on the outer fender.

In the picture, my bolt is out, but that is the direction it goes in.

Place the two bolts that go into the fender at the rail where the edge of hood is first. Keep loose. It tends to go easier for me if I start off with those two bolts. Everything lines up easy. Crossthredding those clip nuts is easy to do. Arch bolts are always last for me.
