The only exception being trucks that have been "converted" into a house car, as defined by the DMV (VC §362). My truck has non-commercial plates because my FiL did the conversion.

Friend has a crew cab dually with a car registration.
Bed cover on it, no idea how that worked. He got it that way

It's my understanding that a bed cover -- or a camper shell -- allows car tags on pickup trucks in California. Anything that keeps it from having an open bed.

It has to be habitable. This truck had beds and a toilet (Port-a-Potty) in the bed when we got it. One could get the "car" plates and then take all the qualifying equipment out. But that runs a risk of getting a citation. I'm sure that the police have bigger fish to fry, though.

NY used to be like that . They changed the rule because so many people were driving pickups and couldn’t drive on parkways . NY does not allow commercial traffic on most of its roads labeled parkway. No RVs or trailers can be driven on parkways still . Only one I know of that this doesn’t apply is the Palisades parkway going into Jersey .

Hood is open and the diagonal shadows make it look like a cowl hood, but I think it's stock
I don't think there is a grill, just a gaping abyss

That ol' girl is going to lay in the weeds until the frame breaks in half. Sick. I looked at a '68 Skylark GS that seemed good in the pics, but when I went to look at it, it had sat in flood waters 20" deep. Gal said, "it was her baby". Well, I guess you didn't care if "your baby" got drownderized. There was nothing good left on it. Frame was on the ground. I see these things and remember when I worked at Chevrolet dealers and every vehicle sold was a person's pride and joy. Then this kind of stuff happens. I just don't get it.
