Yes, it is supposed to light up. It's a fiberoptic? tube that plugs into that weird dash light socket. Dunno if they all came this way. When I was junkyardin I found one in a van that used lightbulbs instead of the tube. I'd have snagged it but some hammerhead smashed the housing all up.
