it think it is a foot rest my moms car has a pedal that doesnt move and you could rest yuor left foot on it then let your right foot do the work

Maybe a windshield wiper pedal. Had one in a 67 cougar I owned.

See, now that's why I like my hand brake. I use it for a foot rest from time to time.
