What that means is in 4 pages of his reports averaging 20 or so suggestions a page he didn't get the darn thing running. He got a lot of suggestions but in the end disassembled it, re-ringed and cleaned it, and put it together right, or at least I assume so. All of us tried varying solutions including validating the things that were reworked such as cam timing, compression, spark and God knows what.
In the end, there was no accurate finding of what made it not work, because certainly neither sludge nor worn rings don't all of a sudden keep a motor from starting. A lot of noodles thrown at the wall, but none stuck.

The timing was off and that is why it wouldn't run. The marks on the gear drive that was in the engine were marked incorrectly. He replaced the rings due to being glazed and he replaced the bearings due to marks that didn't look good. Probably from being turned over so many times.
