Questions about finishing my fender

I've got the fender down to bare metal and was wondering what I should do now. Here r my 3 questions

1. You can see in the pics there is some surface rust in some spots that i sanded down and it left some pitting but nothing that went through. Should I paint those areas with por-15 then primer over everything?
2. What whould you guys use to fill up the 3 trim holes along the front face of the fender. Could you use something like jb weld for that?
3. What do you use to smooth out the fender in spots where there are some little dings or minor indents, the real small stuff. Do you load it up with primer then sand it? bondo it or will bondo peel off? or what do you guys use that works best to fill in the small imperfections
