Most ghost flame paint jobs I've seen have been candy apple topcoat over different color bases. 20 years ago my buddy did them on his 68 camaro. He used a silver base for his main base color then did the flames in gold base with darker bronze tips. When he painted the candy rootbeer over the base it looked great. I have a feeling today it would be quite an expensive undertaking.
