I've never tried steel. I've done stainless. I polished my windshield trim. I bought the buffing wheels and compound from Harbor Freight. Came out pretty good. Have to be carefull. The wheel tries to "grab" the work. Wish I could recommend compounds and the like. I just shopped the packages looking for the metal type I was working with. I went with 2 differant types. 1 was more aggressive for taking out blemishes and the other for shine. Don't be shy using the compound either. Really feed it into the buffing wheel. That's about all the info I got. Hope this helps.

I heard that Longhornman polishes turds, I would think if he can polish a turd he can polish steel too. PM him.
EDIT: I think I may have it all wrong, I think Andy waxed the turd. But if you can wax a turd you should be able to polish steel.

But just because you can polish/wax a turd doesn't mean you can make it shine.

My buddy polishes steel with a grinder and discs. The brand of discs he uses is WALTER. He buys them from a local welding shop. He can make steel look like polished stainless. Here:http://www.walter.com/servlet/walter_int.servlets.Home
